PENGEMBANGAN E-LEARNING PEMBELAJARAN PENDIDIKAN KEWARGANEGARAAN UNTUK SLTA

Penelitian ini bertujuan untuk: (1) menghasilkan e-Learning pembelajaran PKn untuk SLTA (eCivics) dengan spesifikasi bentuk dan isi yang telah ditetapkan, (2) mengetahui kualitas kelayakan eCivics sebagai media pembelajaran, dan (3) mengetahui efektivitas pembelajaran PKn dengan menggunakan eCivics.
Jenis penelitian adalah Penelitian dan Pengembangan (R&D). Berdasarkan model pengembangan eCivics maka disusunlah prosedur pengembangan, yaitu tahap perencanaan, desain, dan pengembangan. Pada tahap perencanaan dan desain dilakukan ongoing evaluation hingga menjadi produk awal. Pada tahap pengembangan dilakukan validasi Ahli Media dan Ahli Materi (Tes Alfa) untuk mengeliminasi permasalahan prosedur, kesesuaian dengan tujuan, dan alur komunikasinya. Setelah dilakukan revisi produk awal, maka dilakukan Tes Beta yang melibatkan siswa dan guru (klien) untuk mengetahui kelemahan eCivics ketika dicoba klien, sehingga direvisi pada tingkat akhir. Setelah itu dilakukan Tes Sumatif untuk mengetes eCivics dalam pembelajaran nyata. Tes Beta dan Tes Sumatif melibatkan siswa dan guru sebagai subjek coba. Siswa peserta Tes Beta sebanyak lima orang: tiga siswa subjek coba dan dua siswa potensial (dari sekolah lain) dan seorang guru PKn sebagai pemandu pembelajaran. Pada tahap Tes Sumatif, kelas dibagi dua kelompok secara representatif, dimana masing-masing kelompok sebanyak 15 siswa berperan sebagai sampel. Kelompok I adalah sampel kelas dengan media eCivics (eC) dan kelompok II dengan media presentasi Power Point (PP). Hal ini dibuat untuk mengetahui apakah hasil belajar eC lebih baik dari PP sebagai media tradisional.
Hasil penelitian menunjukkan sebagai berikut. (1) eCivics yang dihasilkan adalah sebuah sistem manajemen pembelajaran (LMS) online yang dibuat dengan software aplikasi moodle. ECivics menyajikan materi-materi pembelajaran Pendidikan Kewarganegaraan, khususnya untuk kelas XI, SK ke-4, KD ke-5 beserta tes dan tugas-tugasnya. (2) eCivics layak sebagai media pembelajaran PKn berdasarkan validasi Ahli Media, Ahli Materi, siswa, dan guru dengan skala 5, kelayakannya mencapai rerata skor 4,32 (kategori “sangat baik”). (3) Efektivitas pembelajaran PKn dengan menggunakan eC lebih baik daripada PP berdasarkan reaksi dan sikap siswa terhadap media dan pencapaian hasil belajar siswa: kognitif dan skill kewarganegaraan.

This study aims to: (1) produce e-learning of the Civics Education instruction for Senior High School (eCivics) with a specific model and content determinated, (2) find out the feasibility of eCivics as an instructional media, and (3) find out the effect of eCivics in the Civics Education instruction.
The type of the study is Research and Development (R&D). Based on the model of eCivics development, the procedures of the development were established following the steps of planning, design, and development. In the planning and design phases, an ongoing evaluation was done to yield a preliminary product. In the development phase, the validation of media and content experts (alpha test) eliminated the problems of the procedure, the goal appropriateness, and the flow of communication. After the preliminary product revision, the beta test was set involving students and the teacher (as clients) to find out the weaknesses of eCivics when tested by the clients, and then it was revised in the last phase. After that, a summative test was done to test eCivics in a real instruction. The beta and summative tests involved students and the teacher as the tried subjects. Five students were involved in the Beta Test: three of them as tried subjects and the others as potential ones (coming from other schools), and one teacher as a guide of the instruction. In the summative test phase, the class was divided into two groups representatively, in which each group consisted of 15 students as the sample. Group I was a class sample with eCivics media (eC) and Group II with the Power Point media presentation (PP). This was done to find out if the eC instructional achievement was better than PP as the traditional media.
The results of the study show the following. (1) ECivics produced is an online learning management system (LMS) made with moodle application software. ECivics present the Civics Education instructions’ materials, specially for grade 11th, the 4th SK, the 5th KD with it’s test and assignment. (2) ECivics is feasible as a Civics Education instructional media based on the validation by media expert, content expert, students, and teacher with a 5-scale evaluation, the feasibility of which reached a mean score of 4.32 (very good category). (3) The effect of the Civics Education instruction by using eC was better than that of PP based on student’s reactions and attitudes to media and student’s learning achievement: cognitive and the citizenship skills.
